Overrinding ATTLIST in DTD

I have following question/confusion with DTD.
I have an external DTD file called test.dtd.
DTD file

I have following xml file.

When I am trying to validate xml file with dtd I
am getting following error
“ This file is not valid:
Bad value for fixed attribute/element ‘lastname’ – must be ‘saxena’ “
I am using XMLSpy.
As per my understanding, we can override the “ATTLIST” and “ENTITY” with internal declaration of dtd. I may be wrong, please feel free to correct me.
