XML document is not getting parsed properly.

Hi all,
I am using Xerces parser included in Jakarta Ant v1.3 . the problem i am getting is whenever i am trying to parse an xml document which has no of action entries over a certain limit the parsing exits without returning any result.
I thought the tags may not be in proper format so i moved them at a random order still the error always occurs at a certain line no.
i am including the code below.

the xml has tags in the following format.
<?xml version="1.0" encoding="ISO-8859-1" standalone="yes"?>
<!DOCTYPE Order [
<!ELEMENT action-root (action)+>
<!ELEMENT action (class, forward-jsp-name)>
<!ATTLIST name>
<!ELEMENT class (#PCDATA)>
<!ELEMENT forward-jsp-name (#PCDATA)>
]>

<action-root>
<action name="someaction">
<class>someclass</class>
<forward-jsp-name>somejsp</forward-jsp-name>
<task-id>XXX</task-id>
<module-id>YYY</module-id>
</action>
</action-root>
Anybody with any suggestions about where i may be goin wrong please help.
