well should i develop dtd or xml schemas ? are the dtd still in question ? or is the dtd still in the game ?

Two questions:
1) Do you know any tools you need to integrate with that don't support XML Schema?
2) Do you need the extra features/flexibility provided by XML Schema?

DTD will become more and more rare sight, but I doubt it will completely disappear for a decade or so. Most new software products support schema over DTD, if applicable, but the huge legacy base out there is still largely DTD-only. Then again, not many applications actually require XML validation in the first place.
