How to use XSL to select from one XML and output to another XML as an attribute?

How can I design the XSLT to make the output value to be another xml's attribute?
XSLT: <fo:external-graphic src="url(<xsl:value-of select='url'/>
Expected Output: <fo:external-graphic src="url(/graphics/1.tiff)"/>
Right now, the transformation has error if I define XSLT as above.
Anybody has any idea?
