In the DOCTYPE tag, how do I specify the location of the DTD, in a platform independent way ?

I think it's always platform-independent .. otherwise XML wouldn't really work very well. What are you trying to do? Have you checked out the DTD section of the XML specification?

It is sorta covered in the JavaRanch Style Guide.
