I have some quetion in
pdf
generation using FOP
1) Is rendering TIF image in PDF, supported in FOP.
2) Does FOP support appending PDF files?

TIFF images are
supported
but I have no idea whether there's any kind of support for concatenating two XSL-FO documents into a single output.

No!. You can use other pdf-post-processing tools like iText
