Java Report/ Form Generation

We are a very small organization with a limited budget. We NEED a report and forms generating technology. We want to generate reports and forms linked to any database. We currently have a J2EE application that will be on-line for clients to generate forms and reports. Does anyone have any recommendations (multiple ones) other than Crystal Reports that they can recommend that's affordable?

I've understood that quite a many people are using JasperReports (open source).
