I am trying to create an XHTML doc using an XSL file
I have the following declaration at the top of the XSL but the file is still being output as XML
utput method="xml" doctype-system="http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd" doctype-public="-//W3C//DTD XHTML 1.0 Transitional//EN" indent="no" encoding="UTF-8" />
Any ideas whats wrong?

Its hard for me to say what's wrong just based on the
element posted. Also, its hard to understand why you think the output is in XML format. After all, XHTML is well-formed HTML.
discusses an example style sheet to convert into XHTML. You might want to compare notes with the style sheet declaration in that link.
