parsing error with XML DTD, help!

hey all i was working on a DTD for an assignment and i have it down to one error it is a basic parsing error but im really unsure how to fix it.

according to the validator im using, this is the error it is giving me
error (300): general failure parsing XML document: (EOF)

heres my code, if anyone can help me figure out what i can do to change it and get rid of the error i would greatly appreciate it.

<!DOCTYPE accounts[
<!ELEMENT client (name,address+,phone+,email*,accountTotal?)>
<!ELEMENT address (#PCDATA)>
<!ELEMENT phone (#PCDATA)>
