I have a requirement in XSL:FO where in if a XML Node does not have a value or XML Node is not present I need to substitute INC, currently if the node is not found I get a blank value in that place, I need to substitute that with INC.

I had a quick look through an XSL-FO tutorial to familiarize myself with the product. I only saw elements that described how the output should be organized. I didn't see any elements that transformed the data. I think if you need to transform the data before formatting it, then XSLT is the tool you should use for that.
