which is the best project management tool?.mostly giving assistance to requirement management?.

One could just say "XP", but I'll refrain myself...
If you're looking for a heavy-weight tool, Mercury Test Director is a reasonably nice tool for requirements management and bug tracking. The downside is the cost, as usual. Rational has Requisite Pro, which I haven't used but based on Rational's track record, it's probably as good as any "enterprise" level tool. If you're looking into more lean alternatives, a simple Wiki could do. In between the extremes, there are thousands of products out there and I haven't used any of them in a real project.

The trouble with a question such as this is that "project management" means such different things to different people. See this thread for an example.
Perhaps you could help by giving us a few more details of which particular aspects of project management you would like to use a computer for.

And it's a good thing, too; because then I'd had to smack you upside the head (on multiple levels).
As others have noted, you need to be clearer. A tool could be a process, or it be software, or it could be something as simple as a chart on the wall.
If it's a process, you have many to choose from. One size does not fit all (to say otherwise is a bit extreme :-p).
If it's a tool, you can buy an intergrated system (the three top vendors are Rational, Mercury, and Segue) or build your own (e.g. spread sheets, mozilla).

For what you described, I'd guess standard office tools (e.g. spread sheet, text editor, drawing system) might be sufficent.

all great links.but i think choosing PMT tool is according to one's mind.analysing the tools even cost time.but now i know that no standards are here.all needs to be tested.
