Maybe that's because people can't find the right process for the job they have to do. Or maybe, no such process exists. As I said in
this thread, to me, one of the main values of a process should be in its capabilities to be customized to a specific organization. Currently, we can safely admit that no such methodology exists, although XP is quite close to this goal in that it lets a lot of freedom to people using it.
