I am curious of this because, I believe the approach of right hiring or allocating resources(a rightful mix I would add) really matters for the success or failure or delay of a project. There are some firms who believe in hiring sloggers compared to quality guys and there are others who go for quality irrespective of what.(there are cases where slogger+quality is a possibility). Some other firms believe in hiring people who will stay forever irrespective of market hiring conditions(many comein to US on L1 visa and fit this bill for these firms).

That wasn't intended as a joke -- at least completely. I've heard of some companies having so weird policies regarding hiring that they seem like Plan 9 from Outer Space... In general, my conception of corporations' hiring processes is that it's very regulated, i.e. the HR rep is allowed to hire only people with a background of X and the pay-scale is limited to Y-to-Z, but other than that, the HR rep is free to pick any candidate of his liking.
Certainly hiring should be part of any sensible process. I've been at one company that believed in hiring top quality people no matter what ... unfortunately they had a couple of early hires from before this policy that really held them back. Presumably those early hires would have been fine in a company that used a different approach.... In the old days, it was said that the most productive engineers were typically an order of magnitude more productive than the average engineers. I wonder if this is still the case ... and in particular, I wonder whether there are large variations in productivity in XP shops, or if XP tends to flatten these things out.
