I am reading a java book and it mentions sets of rules regarding Domain requirements and Program specifications. They seem similar to me. What would be the differences? thanks.

Without knowing what book you're reading my guess would be that Domain requirements refer to the business logic that's needed to solve a particular problem. The Program specifications then, would be the implementation details of the software.
