What are the best ways to get a (stubborn) product management group to think more agile and stop trying to prepare 100+ page requirements docs before my engineering team even knows there is a project going on?

First and foremost, stop thinking of them as stubborn. They have their reasons for doing what they are doing, and respecting that will be an important step to bridge the gap.
