If I create a Path evironment variable in User Variables for Rufus Bugleweed is it searched before System Variables? This effectively allow a user to override a system setting?

In Windows 2000, 'User Variable' gets appended at the end of 'System Variables', if the 'User Variable' has the same name as that of the 'System Variable'. So it doesn't really let the user to override the system settings!
