Printing Forms from database data?

Please excuse me if this is the wrong forum, but I have no idea where to start on this question and I dont know exactly what "web services" means here...

I want to have certain forms pre-filled from my database data. Like re-application and other forms that a person would normally fill out by hand and sign. I want them to be printable too. So it seems like something WordPefrect might do, but I want to be web initiated and crossplatform.
What software should I be looking for? Is their a certain name for this software?
