Thought I'd post this here for posterity.

Problem description:
in either IE or windows explorer, the status bar is not consistently displayed.

Some explorer windows have a status bar, other's don't. If you open an IE window that has a status bar, and then 'cntrl-n' a new one, it doesn't have a status bar. etc...

Solution:
From windows explorer, open Tools | Folder Options and click View.

Uncheck the 'Remember each folder's settings' and click Apply.
Re-check the 'Remember each folder's settings' and click Apply.
Click the 'Apply these settings to all folders' button.
Click OK.

and oh yes.. do this all from an explorer window that HAS a visible status bar.
GAH!
