Do we go to a Registrar (authority) to purchase a "domain name"; for example, xyz.com or abc.org? Where to find a Registrar? How much do we have to pay for it? Is it possible to get a domain name for free?

That is the ONLY place I buy a domain name from. Most are about $8.95/year. Some less. And you can get better deals for longer terms.
I have never seen free domains that are available through public DNS without having some strange appendage. For example, I use a DNS service called no-ip.com. I had a public FREE domain through them but it always adds no-ip.com so my domain name ended up being embedded.no-ip.com.
