Frequently when I establish a dial-up connection to the internet the services.exe (sic) file in my windows XP installation tries to send a UDP packet to 207.46.130.100. I keep blocking it with my firewall. What gives?

I guess Windows is trying to automatically synchornize your clock. It checks it agaist a time server in the internet (normally time.nist.gov or time.windows.com).
Here's how to add more time servers
