We turn off a computer (running Win 98) and the next morning it has already restarted itself overnight. Any reason why?

Yes, everything that happens has a reason.

But I suppose you want speculation about possible reasons. Okay. Maybe there's a short-circuit in the on-off switch.

This is not the problem of operating system it is due to your power supply. You might be having an ATX powersupply which needs a impulse to switch on/off your PC so if there is a minute fluctuation in the voltage it goes on. The solution is to switch off your power also. Beside this many motherboards have options to automatically switch on the system you can also check the settings of motherboard.
