My laptop has a DVD-R writer. Can I use this drive to burn DVD+R discs? Or can I only use DVD-R discs?

If your burner is not built to burn to DVD+R, then no, they are different formats.
Some recent burners can burn to both +R and -R media (as well as dual-layer), but your burner must be built to do that.
