free , local certificate authority ?

Could anyone please recommend a free *Windows* tool that can be used as a local CA ?

I'm looking for a "Certificate Authority" tool which we could ran locally on one of the company's machines.
The idea is, we'll use this CA to sign our certificates (Needless to say, this CA will be added to our clients/browsers trust-root).

Tool does *not* have to be very robust.
It should be able to run on Windows (preferrable with a graphical interface, but a command-line tool would also do).

openssl. it runs on windows too. it comes with cygwin.
