Advice OCA DBA and Developer exam?

Is the book from Sybex "OCA 10g ADministration I study guide" is enough for the 10g OCA exam?
should I get the "Oracle9i PL/SQL Developer Certified Associate" now? or wait until the nwer version come out. I know DBA and the PS/SQL are different, but I'm student now(graduate soon) I guess it is good for me to get a little bit everything than specific on one subject, right?
any advice is great! Thanks

Sybex's book is quite good for Oracle exams, however, if it is possible, I recommended you to get ILT materials still. It is of no doubt that ILT materials are the best resources to prepare Oracle exams.

OCA 10g Developer might be released within 1 year, and thus, it is of your own choice. Of course, taking new exams mean you wont have much resources for study. 
Personally, I guess PL/SQL is too specific, unless you are interested in working with PL/SQL all the times, otherwise, you might consider other areas.
