As Peter mentioned, Zend's Certified Engineer cert is available through VUE testing centers in India.
As for books, there are a few prep books available for the ZCE exam. There is a Zend PHP Certification Study Guide that's available through many stores and php|architect offers a practice test book. (If you order through php|architect, they also offer legal PDF copies of the books, if you're in a hurry.)
Just a note about the exam itself - I do not recall them ever telling me what the passing percentage was, or what I scored when I took it, but rather simply got a sheet of paper from the center confirming that I had passed the ZCE exam. (I did get certification materials from Zend a few weeks later.)

Thanks Theodore. Great Help! Would you like to say anything to my fiancee. She is just starting in PHP and working for a web dev firm in india for around 4 months. Like how much experiance would be required etc. how to go for the exam?

Wish I could offer something constructive on the issue of looking for a job in India; however, I'm in the United States, so I'd be the first one to admit that I know nothing about the job market over there. :-\
That being said... I found the best way to go about studying for the exam was to work on examples, do some coding, trying to review the various materials and areas the exam covers and just keep reviewing the portions that feel weaker. The exam, to me, wasn't horribly hard (I'll admit that I had other things flustering me the morning I took it, including a freak snowstorm that knocked out most of the roads in my area overnight) but wasn't quite as polished as the Java exams I've taken. The study materials I mentioned are fairly good, and worth the money imho.

Hmmm. I think they have something of two different purposes - I saw them as complimenting each other, rather than one being "better" than the other, really. The study guide is good to brush up on topics if you're somewhat uncertain on certain things, and it covers exactly what Zend is going to expect on the real exam. I felt the study guide was short, however, on practice questions. On the other hand, the php|architect book is made to be about those practice questions... so I have to admit that I was glad to have both when I was preparing last winter for the ZCE.
Granted, this is trying to remember my impressions from a year ago, but I'll be happy to take a gander at the books again when I get back to my house later tonight and leave a more updated impression. (Yeah, yeah, I haven't sold them yet... thought they might still have some value if I ever lose track of something in PHP4...)

I'll be happy to read your impressions, if you find something new For now I'm studying some php fundamentals on a Sams book: "Teach yourself php4 in 24 hours" because the Zend study guide seems very "short" and I haven't any web programming experiences. I wouldn't invest much time for ZCE, because I'd like to devour HFSJ as soon as possibile for the SCWCD exam .
