Any way to define a public id?

It seems the only why to let the processor know the user defined DTD is using the SYSTEM ID to specify the location of the dtd, I want to know is it possible for us to define a public Id? or it can only be defined by the w3c?
if we can do that, how can we let the XML editor / processor know the mapping between the public id and actual dtd?
