I need help selecting ONE of these two books for learning Web Services and also prepare for exam.

Building Web Services with Java: Making Sense of XML, SOAP, WSDL, and UDDI by Steve Graham

and the most famoous
J2EE(TM) Web Services by Richard Monson-Haefel

Does it make any difference that Steve is latest (June 28, 2004) that RMH (October 20, 2003)

It really depends.

The time of publishment for the book is not that important, because SCDJWS is just released, and RMH is one of the exam team member, and he knows what version of what technologies are covered.

Instead, since some of the topics are not covered in RMH's book, like security, endpoint design, JAXB, etc, you may need to see whether the other book you have mentioned discussed about these issues. If not, I still recommend RMH, otherwise, you may consider using both.

Or neither

I just downloaded tutorial fron Sun and other specs from other sites. there are so many things on the galaxy of web sites can help you understand the concepts. And then did some hands-on exercise.

I made it pretty much free!

RMH is the best according to the syllabus and the other book u could read for Topics which are not covered like JAXB endpoint design security etc.
U need more then RMH in any case becuase u need the blueprints guide a definite read for the architecture aspect of webservice covered.
