I came across this string in BP:
R1003
A RECEIVER MUST accept faults that have any number of qualified or unqualified attributes, including zero, appearing on the detail element. The namespace of qualified attributes can be anything other than "http://schemas.xmlsoap.org/soap/envelope/".

Does it mean that in the below xml we can have many attributes like name,name1 etc?

Please clarify.

Hello Vivek,

According to me [name="vivek1" name2="vivek2"] are not qualified .

The attributes do not get default namespace specified by xmlns='' .
As only element gets default namespace.

I may be wrong ...
