Is it true you can go for a SCEA if you are not a SCJP ?

Yes, the SCEA does not have any prerequisites.

You don't need the SCJP to do SCEA, but it makes a lot of sense to do SCJP to strengthen your knowledge of Java. I personally wanted to know that I could pass SCJP before attempting SCEA.
