Can I use the structs in part II design,do I need to draw the structs class in my class diagram

You can use struts(if that's what you meant) framework for the application, or you can create a simple one of your own(like the petstore). But I recommend NOT including it in the class diagram, as it will clutter the diagram and can make it exceptionally complex

You don't really have to synchronize ALL the classes in class diagram and sequence diagram, although you can. Try to make the class diagram "technology independent". You will get more info if you search for topics posted by people who have passed the exam.
