Does Anybody knows about SOA certification from Sun Microsystems. I know IBM has one but it is for internal employees only. They are planning to have one in June

No Idea. However Java EE is primarily a distributed component architecture. To realize SOA you will currently need to use third-party extensions to enable the second generation WS-* standards (like the ones that IBM offers). Based on IBM's own article SOA antipatterns, I would suspect the a lot of interest in SOA is based on hype rather than real need.
