Architecture App Framework Design.

Hello Everybody,

Iam stuck in my activities to get a head with for SCEA Part II.
Please help with the below.

Application framework design is an important part, it comes in and showed in Component Diagram in and out.
Other diagram like Class Diagram,Sequence diagram talk more about the usecase flow addressinng the function requirements.

Please correct me if Iam wrong with my above points.
Question : If above understanding is right, Please let me know is there a rule/best practice/procedure which an Architect should follow that determines when Application Architecture (J2EE API'S/Patterns etc) should be designed.
(Like can it be right before the designing the class Diagram or just it should be started before drawing the component diagram)

Hope above query is clear, Please Could you help with the above.
