For simple HTML's I've used notepad. For my assumptions docs I've tried to use M$ Word 2k7, but HTML created by it was broken when viewed in Firefox. I've downloaded OpenOffice, converted my docx document to doc using Word, then opened it in OO Writer and saved as HTML. Worked like a charm. Generated HTML was 10 times smaller than the one generated by Word and displayed properly in IE and FF.
