It is not useful in any real practical sense other than you know a person has posted more than 30 times. The roles are: greenhorn ranchhand bartender (a forum moderator) sheriff (has admin functions) I'm moving this to the JavaRanch forum.
The only reason for time is so that everything doesn't happen all at once.

The idea is that if you see someone is a greenhorn you know they are new and can help to make them welcome. This is less useful in this version of UBB since we see when they registered and how many posts they have.
However, there are few responsiblities of a ranch hand. They are as listed below -
A ranch hand must read the FAQs, which usually answers common questions including this one.
A ranch hand must know how to use "search" facility of JavaRanch.
A ranch hand must post the questions to the relevant forums.
A ranch hand must post a question or answer (and hence press submit) only once and in only one forum. No cross posting will be allowed.
Non-compliance to these rule may result in demotion of a ranch hand to a greenhorn. Nah, just kidding. Enjoy your visits to JavaRanch though - Manish [ May 09, 2002: Message edited by: Manish Hatwalne ]

one more....
A Ranch Hand won't post questions with the subject line "HELP!" or "URGENT PLEASE!" -- They will have descriptive titles that actually mention the SUBJECT of the post

Nor will a Ranch Hand post topics that could easily have been titled 'Please do my homework for me'
