What you say, can any body pass SCBCD by your book and other resources but without actually working on EJBs...

Yes. However, you will have a more indepth understanding on EJB if you have practical experiences because you will face to more troubles and you have to figure out how to solve those problems, and why the infrastructure of EJB is designed in this way, not that way.

Let me break down your questions into three sub-questions:
1) If I'm an absolutely beginner to EJB, can I pass the SCBCD exam by using the SCBCD Exam Study Kit?
Answer: As Nick said, yes, absolutely. The book does not assume that you already have expereince with EJB. It starts with an introduction to J2EE, introduces EJB from scratch, explains each concept as the reader encounters it, and keeps the logical flow: a section builds upon the previous sections, and a chapter builds upon the previous chapters. There is no hopping from topic to topic, and no hitting the reader on the head with a jargon and not even asking: are you ok? It's a class room style tutorial. Or at least this is how I tried to write it :-).

2) Can people with no substantial industry experience in the field, earn SCBCD certification?
Answer: Yes. This is true for almost any certification.

3) Then what's the point of having a certification?

Answer:
Certification has its value, a very solid value. It only starts looking useless when we expect of it a lot more than what it is worth for. It has the follwoing three advantages:
1) If you are a beginner, you learn a lot, and it gives you a JumpStart in the field. If you are an experienced developer, still you learn a few things, and put a few other concepts in order and perspective, and it gives a significant boost to your self confidence and self esteem.
2) It proves to the employer that you have the basic knowledge in the field.
3) It proves to the employer that you believe in continued learning even after finishing your college, which is very important for the employers in this constantly changing work place and technology environment.

So a certification is a very good addition to your skills and experience and not a substitution for those.
