I have downloaded the SDK 1.3 and the j2sdkee1.3.1, then set the environment variables as J2EE_HOME to C:\Program Files\j2sdkee1.3.1 and the JAVA_HOME to C:\Program Files\Java\jdk1.3.1_19 and PATH to bin of both JAVA_HOME and J2EE_HOME variables.

Then I try compile the Headfirst Advice example. It is not able to pick the EJB packages classes and throws compile error on EJB package not resolved. What should I do???.

The book uses J2EE 1.3 RI , and not J2EE sdk 1.3 .
Search for something like "Head First EJB + Helpful notes from authors"

There they have given the link to download J2EE 1.3 RI and other useful types
