j2ee -verbose gives error

when i try to start j2ee server i get error
i have set envrment variable
JAVA_HOME :\jdk1.3
J2EE_HOME :\j2sdkee1.3.1
classpath :\j2sdkee1.3.1\lib\j2ee.jar

D:\j2sdkee1.3.1\bin>j2ee -verbose
