Why is the first option wrong ?

Can you list both the question and their options? I believe that not everyone (including me) has the book.

There is an explanation in p.440:
"Sinch the question states that the servlet generates the report based on the submission of a form, either the <http-method> must specify POST or there should be no <http-method> (which means the restriction applies to all the methods). Thus, answer a is incorrect. ..."
