Dear all,
If we have parameters in contex param element (web.xml), when will Web Container add those into servlet context? In deployment time or when those is first used by servlets?

What difference does it make? All you care is, whether the initialization parameters are available to you when you want to use them.

IMHO, context must be initialized while loading the server.
Config might be initialized when its servlet is loaded in the memory.
