SCJP 1.4 SAI Pre-requisite for SCWCD 1.3

I was checking the Sun Certification I7 database, and according to Certification Progress Section, somebody who passed the 212-035 exam (Sun Certified Programmer for the Java 2 Platform 1.4 SAI) can only take the following developer exams:

310-081 Sun Certified Web Component Developer for J2EE 1.4
310-110 Sun Certified Mobile Application Developer for J2ME 1.0

But, what happens if he or she wants to take any of the other developer exams (for example 310-080 Sun Certified Web Component Developer for J2EE 1.3)?

Is this an error or is the SCJP SAI certification more restrictive than all other Java programmer certifications?

Has anyone passed exclusively the 212-035 exam (SCJP 1.4 SAI) and then gone to do 310-027 (SCJD) 310-080 (SCWCD 1.3), or 310-090 (SCBCD 1.3)?

I have checked with SUN's representatives, they told me that SCJP 1.4 (SAI) is equivalent to SCJP 1.2 and SCJP 1.4, and thus, even if you passed 212-035, you can continue to take any SUN Java certs. series.

SUN said the database is still not completely mirgated.

I think most of the people may not be qualified to take 212-035, as only U students who the U has joined the SAI program can enjoy the 75% off discount. If you cannot enjoy such discount, I think people will take 310-035 instead of 212-035.
