taglib in web.xml

I am preparing for SCWCD 1.4 exam and was unclear about where the taglib element is present in web.xml:
<taglib>
<taglib-uri>http://someurl.somedomain.com/myfolder</taglib-uri>
<taglib-location>/myfolder/simpletag.tld</taglib-location>
</taglib>

Is it under the <jsp-property-group> or directly under <web-app>?

Now, using a servlet 2.4, is it under the <jsp-property-group>

Hi Smita,
Starting with the new XML Schema Deployment Descriptor in J2EE 1.4,
all JSP-specific elements, except the <jsp-file> element nested within the <servlet> element, are now grouped together under a new top-level element named <jsp-config>.
