is TLD file has to be filled for TAG files also?

pardon me but i dont understand what you are trying to point..TLD files contains your custom tags that should be mapped and loaded in the
web.xml for the servlet container to load on start-up.

Thats what i understand about your question.

I believe TLDs are only used for tag handlers (not tag files)

This is wrong ! Be careful...

In fact the use of TLD is not required is some cases.

In fact the Web container generates an implicit tag library for each directory under and including /WEB-INF/tags/.

Otherwise you can create explicitly you TLD file as for tag handler.
