one of the Allowed value for Body-content is JSP.
but tag is a java class servlet file...then why JSP is coming into picture. Tag File means JSP page.
but this attribute is present under tag.

does tag handler can be a JSP?

Here body-content refers to the body of the tag implementation which could me empty, jsp or tag-dependent.Like:
<prefix:tagname>body</prefix:tagname> has JSP body.
<prefix:tagname></prefix:tagname> is empty
<prefix:Query>SELECT count(*) FROM USERS</prefix:Query> can be tag-dependent.
