how can i get the TLD spec or documentation?

Hello Kejal

It is included with the JSP 2.0 specification, and it is in Part III of that specification. The chapter is called "Tag Library Descriptor Formats" and starts from page 3-15 of the JSP 2.0 Specification

The JSP 2.0 Specification is available here

You'll have to scroll down a little, until you see a SPECIFICATIONS table and then click on

Hi Kejal,
your link is pointing to some thing that talks about DTD. But with the latest version the TLD should be an XML file that has an XML schema correct?
