Regarding Tag Handler Class

I have a simple tag handler class that works fine when i put it inside a package. but when i place that file in WEB-INF/CLASSES/ and change the configurations accordingly, Tomcat gives me an error. Can some 1 please tell me if there is a requirement to place tag handlers in a package.

If it's just the single class, it should be, for example, under WEB-INF/classes/my/package/MyClass.class.
But if it's inside a .jar file, it should be under WEB-INF/lib/myjar.jar (naturally, the class must be correctly located in the jar).
