scripting-invalid tag in web.xml

hi,
Iam trying to disbale scripting with

<jsp-config>
<jsp-property-group>
<url-pattern>*.jsp</url-pattern>
<scripting-invalid>true</scripting-invalid>
<page-encoding>UTF-16</page-encoding>
</jsp-property-group>
</jsp-config>

1.Iam not having any translation time err if i use scripting elements in my jsp?.
2.for pageEncoding i read tht if v give different pageEncodings in
<jsp-property-group> and
in my jsp page <%@ page pageEncoding %> ,
It will give error ,But iam not having any error..
Can any one pls explain ..

Can you try to exclude <jsp-config> element?
Although, the specification requires it, some containers parse th DD according old rules.
So try simply
<jsp-property-group>
<url-pattern>*.jsp</url-pattern>
<scripting-invalid>true</scripting-invalid>
<page-encoding>UTF-16</page-encoding>
</jsp-property-group>
