how to contrain a JSP page to be scriptless?

I know I can set <scripting-invalid> to be true for this purpose, like this:

<jsp-config>
<jsp-property-group>
<url-pattern> *.jsp </url-pattern>
<scripting-invalid>
true
</scripting-invalid>
</jsp-property-group>
</jsp-config>

is there a way to set it in jsp directives? like isElIgnored for EL?

No, there is no way to disable it through JSP directives. In the draft of JSP 2.0 spec, they had a directive to disable it thru directive but they took it out in Final spec.

That's right. On the other hand you can enable/disable EL in DD or in JSP pages.
 
It is sorta covered in the JavaRanch Style Guide.
