c:out dont outputs anything???

i have following in my jsp:

m.put("one","eins");
m.put("two","zwei");
request.setAttribute("att1",m)
request.setAttribute("att2","some value");

<c  : o  ut value="att1.one" default="this is def if not exists"/><br>
<c  : o  ut value="att2" default="this is def if not exists"/>

my html-output:
att1.one
att2

whay c : o ut dont evaluate my attributes?
when i say value="${att2}" it works but i read that without EL should work too? Is that right?
For Example on Page 487 question 6 a,b and D r correct answers?!?
but D says <c: out value="x"/>
