I don't think 1.3 is offered anymore.

A common question! In my opinion, the 1.3 version doesn't test very much - only the basics of servlets and JSPs with a little on tags. On the other hand, the 1.4 exam tests tags in great detail and adds the Expression Language (EL) as well. Basically 1.3 is for the pre-JSP 2.0 and Servlet 2.3 specs, while SCWCD 1.4 covers JSP 2.0 and Servlet 2.4.

You would be well-advised to look at the SCWCD 1.4 exam as this is the most up-to-date version and, despite having more content and perhaps being harder to pass, would be the most valuable to you. I find EL and the use of custom tags practically unavoidable on an almost daily basis, and they really make JSPs much easier to read and debug!

You can check the official objectives to see what topics are involved:

By the way, if my reasoning above wasn't compelling enough, as Marc said SCWCD 1.3 is no longer available anyway!
