Hi All,
can custom tags use
JSP
implicit objects?
if i want to access request or session object, how can i do so from custom tags/tag files.
are JSP actions are valid in Custom tags/tag files.

Implicit objects are available to tag handlers through the pageContext object.
Tag Files as some defined:request,response,jspContext,session,application,out,config
Refer to the spec for more details on each of them.

But what about JSTL and JSP action tags. are they allowed to use in Custom tags and Tag files

Yes they are allowed. If they were not, that would make custom tags pretty useless
